Seiken.ai

From Fragmented Policy to Traceable Conclusions.

Seiken.ai analyzes and compares policy across documents, under governance, for the organizations that write it, implement it, and follow it.

What Seiken.ai does

Policy does not live in one document. A single requirement is created by statute, operationalized by regulation, and implemented through sub-regulatory guidance. The three do not always agree. Seiken.ai reads them together and reports what it finds with the source provision attached. Through a process called cascading reliance, Seiken.ai maps which documents depend on which, so a reviewer immediately knows what else may need to be updated.

Identifies which requirements can be automated

The framework distinguishes provisions precise enough to be expressed as business rules, meaning requirements that return the same answer on the same facts every time, from those that are not. A requirement that cannot be reduced to a rule is itself a finding, because it cannot be applied consistently by a person either.

Surfaces four kinds of defect

Divergence, silence, contradiction, and vagueness, defined below. Each finding is linked to the provisions that produced it, with recorded provenance.

Recommends resolutions

Seiken.ai is architected to go past detection. For each finding it proposes how to resolve it: close the gap, reconcile the conflicting instruments, or supply the operative definition the text is missing.

Maps cascading reliance

When a document enters the corpus, the framework maps two directions of authority. Upstream reliance is the chain of authorities the document depends on. Downstream reliance is the corpus documents that depend on it. When an incoming document modifies or supersedes an upstream authority, that triggers a three-step assessment: awareness mapping, impact assessment on the affected downstream documents, and resolution.

This is the difference between a corpus and a pile of documents. A change to one authority does not sit quietly; it propagates to everything that relied on it.

What Seiken.ai surfaces

Four findings a single reader cannot reliably catch across statutes, regulations, and sub-regulatory guidance.

Divergence

The same requirement stated differently across instruments.

Silence

A requirement one authority addresses and another never does.

Contradiction

Guidance that cannot be followed without violating other guidance.

Vagueness

Operative terms undefined, so compliance cannot be determined.

Governance is the architecture

Every document passes three gates before it enters the knowledge index: intake, certification, and promotion. Human authorization is required at each one.

StageAuthorization
1. IntakeHuman review and approval
2. CertificationDocument-level review and validation
3. PromotionCross-document review and approval

At the second gate, certification covers content, that what Seiken.ai captured is what the document says. It shows you the provision, the conflict, and the authority behind both, and a person decides.

How it helps

Cross-document intelligence

Divergences, omissions, and contradictions across policy sources.

Traceable evidence

Findings linked to source provisions, with recorded provenance.

Governed analysis

Human authorization at each defined gate.

Domain adaptability

Configure policy domains without changing the analytical framework.

Trusted sources. Verified citations. Traceable results. Documented relationships.

Who needs Seiken.ai

Anyone whose work depends on statutes, regulations, and sub-regulatory guidance.

Federal

Agencies that write the policy, and the bodies that oversee them. Congressional members and staff; departments such as Health and Human Services and Justice; and oversight entities such as the Office of Inspector General and the Government Accountability Office (GAO).
